Making Impact Assessment Work for World Heritage:

From Capacity Building to Practice

• KNUH Centre for World Heritage and Sustainable Development to Host International Forum on HIA as an Official Side Event of the 48th World Heritage Committee (July 25, Busan) -

The Korea National University of Heritage (President Kyoung-Hwan Kang), under the Korea Heritage Service, will host an international forum entitled “Making Impact Assessment Work for World Heritage: From Capacity Building to Practice” from 6:15 p.m. to 8:00 p.m. on Saturday, 25 July, on the occasion of the 48th Session of the UNESCO World Heritage Committee.

The forum is an official side event of the 48th Session of the World Heritage Committee, organized by the Centre for World Heritage and Sustainable Development at the Korea National University of Heritage in collaboration with the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the UNESCO World Heritage Institute of Training and Research for the Asia and the Pacific Region, Shanghai Centre (UNESCO WHITR-AP Shanghai).

In recent years, World Heritage conservation and management have increasingly required the prior assessment of how various factors—including development projects, infrastructure expansion, increased tourism and climate change—may affect the Outstanding Universal Value and attributes of World Heritage properties. Against this backdrop, the forum will explore practical approaches to ensuring that impact assessment is effectively incorporated into World Heritage conservation, management and development planning.

Following the opening session, the programme will consist of presentations on capacity building for impact assessment and a roundtable discussion sharing national legal, institutional and practical experiences.

Session 1, “IA Capacity Building: Global, Regional and National Experiences,” will examine how capacity building for impact assessment is being advanced at the international, regional and national levels. The following presentations will be delivered:

Session 2, “IA Practice and Legal/Institutional Issues at National and Site Level,” will take the form of a roundtable discussion chaired by Gyooho Lee, President of the Korean Branch of the International Law Association. Participants will discuss the conditions required for impact assessment to function effectively within legal and institutional frameworks and in site-level heritage management.

Experts from Norway, Ireland and Japan will then share their national and site-level perspectives under the theme “Making IA Work: Legal Bases, Institutional Coordination and Site-Level Realities.” They will introduce relevant legal and institutional frameworks in their respective countries and discuss implementation challenges and possible responses.

Through this forum, the Centre for World Heritage and Sustainable Development at the Korea National University of Heritage aims to contribute to international discussions on impact assessment and further strengthen Korea’s World Heritage conservation and management capacity in alignment with international standards.

The Korea National University of Heritage also plans to expand its collaboration with UNESCO WHITR-AP Shanghai in the fields of impact assessment education and professional capacity building, while continuing discussions aimed at promoting the effective application of impact assessment in practice.
