제15조 개찰
Article 15 Opening of the Bids
①조달청은 입찰설명서에서 정한 시간과 장소에서 입찰서류를 개찰한다.
①PPS shall open the Bid Documents at the place and time designated in the Bid Invitation.
②전자입찰의 경우에는 KONEPS를 통하여 개찰한다.
②For electronic bidding, the bids shall be opened through KONEPS.
③규격ㆍ가격동시입찰 및 협상에 의한 계약, 2단계경쟁입찰의 개찰은 입찰설명서에서 정한 바에 따른다.
③Each of the Two-envelope Bidding, Contract by Negotiation, and Two-stage Bidding shall be conducted in accordance with the Bid Invitation.
④개찰 시 무효 또는 부적격사유를 발견하지 못하였더라도 추후 발견되는 경우 조달청은 언제든지 해당 입찰서류를 무효 또는 부적격처리 할 수 있다.
④Even if PPS fails to discover causes for invalidation or disqualification of the Bid Documents at the opening of the bids, PPS may at any time thereafter disqualify or invalidate any Bid Documents if a cause for disqualification or invalidation is found at a later stage.
